China calls for global alliance against telecom and online fraud

China's Ministry of Public Security has called on all parties to help build an international alliance against telecom and online fraud, seeking a more practical and effective framework for fighting transnational crime.

The call was made at the 2026 Global Fraud Summit, held in Vienna, Austria, from March 16 to 17.

A Chinese delegation attended the summit, including representatives from the Ministry of Public Security, police authorities in Hong Kong and Macao special administrative regions, and China's permanent mission in Vienna, the ministry said in a statement on Tuesday.

The MPS representative outlined China's recent progress in international law enforcement cooperation and its results in cracking down on telecom and online fraud during the summit. The representative also reaffirmed China's readiness to work with all sides to combat such crimes.

Delegates also exchanged views on the damage caused by fraud, successful cases of international law enforcement cooperation, fraud-related evidence collection, electronic evidence extraction, and the building of an international law enforcement cooperation platform.

On the sidelines of the summit, the ministry hosted a side event on building an international anti-fraud alliance and an exhibition on China's experience in combating telecom and online fraud.

The summit was jointly organized by the United Nations Office on Drugs and Crime and Interpol and is regarded as one of the most influential events in the global fight against fraud. More than 1,300 representatives from 124 countries, regions, and international organizations attended.

The summit featured 10 plenary sessions, 15 special events, and more than 70 side events and exhibitions. Two outcome documents — a call to action on combating fraud and a global public-private anti-fraud cooperation framework — are expected to be released soon.
