Vice-Foreign Minister Hua Chunying said on Monday that China is willing to work with all parties to advance a more just and equitable global anti-corruption governance system when addressing the opening ceremony of the 11th session of the Conference of the States Parties to the United Nations Convention against Corruption in Doha, Qatar.

She said China, as the host of the Asia-Pacific Economic Cooperation next year, will convene a series of anti-corruption meetings and welcomes active participation from all parties to promote dialogue and cooperation.

Hua said the Communist Party of China and the Chinese government have maintained a firm and unequivocal stance against corruption, adding that China's anti-corruption efforts have achieved historic results and earned broad public support.

She highlighted the CPC's eight-point decision on improving conduct, saying it seeks to eliminate the conditions that allow corruption to take root. The values it promotes — integrity, fairness and honesty — are increasingly gaining recognition beyond China's borders, she added.

Hua also said China's Global Governance Initiative has offered valuable guidance for strengthening international anti-corruption cooperation.

She stressed the importance of upholding sovereign equality and respecting national sovereignty and political systems, emphasizing that international anti-corruption cooperation must be carried out on an equal footing.

Anti-corruption efforts should not involve the abuse of "long-arm jurisdiction", nor be used to promote false narratives such as "democracy versus authoritarianism" or to fuel bloc confrontation, Hua said.

She also called for strict adherence to international rule of law, urging countries to uphold the purposes and principles of the UN Charter and to faithfully fulfill their obligations under the convention.

Selective law enforcement and cooperation driven by narrow interests should be avoided, she added.

Emphasizing multilateralism, Hua said the UN CAC should remain the main channel for global anti-corruption governance, warning against the creation of exclusive "small yards with high fences" in the name of cooperation.

She underscored the need to help developing countries enhance their anti-corruption capacity without attaching political conditions or interfering in their internal affairs.

Hua also called for the establishment of rapid, efficient and pragmatic cooperation mechanisms to ensure that no safe havens are offered to corrupt actors under any pretext.

The UN CAC is the most authoritative and influential international legal instrument in the field of anti-corruption, with 192 states parties worldwide.

The five-day conference will focus on issues including implementation review, technical assistance, corruption prevention, asset recovery and international cooperation, with the Chinese delegation taking full part in the discussions.
