A: An enterprise registered in Zhongguancun longer than a half year and less than one year may apply for the certification of a high-tech enterprise, provided it conforms to the provisions on core proprietary intellectual property rights as prescribed in the Notification, the provisions on the ratio of the technical personnel and R&D personnel as prescribed in the High and New Technology Sectors Under the State Support (Trial in Zhongguancun Science Park) and the Certification Measures, and its R&D expenditure accounts for no less than 20 percent of its total expenditure. The certificate valid for one year starting from the issue date, and no preferential tax treatment is entitled.
