During the 13th Five-Year Plan (2016-2020), Shanxi province will implement supply-side structural reform in transportation in six aspects in the new normal economy.
The province?will improve its transportation infrastructure, enhance services, and coordinate modes of transportation. The province will construct roads for tourism in 58 impoverished counties that will benefit 2.32 million people. It will connect highway exits and build bus stations to support high-speed railway stations. In addition, it will increase public transport in urban areas and shuttle buses to rural areas if possible.
A the same time, it needs to face its problems, including insufficient and low quality infrastructure, especially in some poor rural areas; overcapacity of traditional low-end transport, but a shortage of high value-added transport capacity, and a?remarkable shortage of public transport in both urban and rural areas.
Transportation tasks for 2016 are as follows:
1. Strengthen safe transportation construction by improving the supervision system, eliminating hidden dangers that may cause accidents, and enhancing safety insurance coverage.
2. Push forward infrastructure by investing 12.5 billion yuan in expressways, six billion yuan in roads, and 3.5 billion yuan in arterial highway construction.
3. Help poor areas by placing focal points on construction roads for the convenience of industry and tourism development, especially in the province's Taihang Mountain and Lvliang regions.
4. Deepen reform of transportation by including provincial administrative approvals in provincial service centers and including project bids on the provincial public resources trade platform.
5. Improve service quality and enhance efficiency in three ways: develop public transportation in Taiyuan, implement industrial reform of the taxi industry, and improve the vehicle Electronic Toll Collection (ETC) system.
6. Encourage innovative development.
7. Fight hard against corruption by implementing the "six rules of power" - identifying the power by law, distributing the power in a scientific way, limiting the power to an institution, using the power transparently, supervising the power in public, and punishing abuse of the power harshly.
8. Promote the Party conduct, and construct an honest and clean government
9. Improve the construction of the Party.
10. Work hard on the "Winter Action".
