I. Application procedure

1. Hand in documents identified by government of the adopter's homeland or by official adoption organization to the Adoption Institute conferred by the Chinese government. The documents should be authenticated by the Chinese embassy or consular post in the adopter's homeland.

(1) Application for transnational adoption;

(2) Birth certificate;

(3) Marital status verification;

(4) Proof of profession, financial income and property status;

(5) Health status certificate;

(6) Criminal punishment and police background check;

(7) Approval certificate for adopting a foreign baby authenticated by governing body of the adopter's nation.

2. Procedure of adoption registration

Foreign adopters go to the Hubei civil administration and register for an adoption and sign "Inform of adopting Chinese baby". China center of adoption affairs sends "Inform of adopting Chinese baby" to the foreign Adoption Institute. Then the foreign Adoption Institute communicates with the Hubei foreign adoption center to make an appointment to deal with adoption affairs.

II. Adoption procedure

The adopter hands in relative adoptive certificates and documents→adopter fill in the "Application for adoption registration" → registration institute check → promulgate "Adoption registration" to the adopter.

V. Time limit of adoption procedure

Adoption institute will check the application certificate after it receives it within 30 days. The adoption institute promulgates adoption registrations for those who are qualified for the adoption requirements. The adoption relations take effect after the adoption registration is promulgated. The adoption institute will not register those who are not qualified for the adoption law.

The adoption institute will make a public notice for the babies or children to look for their biological parents. The public notice will last for 60 days. If there are no biological parents who claim their children during the public notice time, the children will be considered deserted. The public notice time will be not counted in the registration time.
