Requirements on bidder’s qualification: 1. The supplier must be a legally registered company with registered capital of RMB10 million or above; if it is a consortium, the principal bidder must have registered capital of RMB10 million or above. 2. The supplier must have the capacity to assume civil liabilities independently, a good business reputation and a sound financial and accounting system; have the necessary equipment and professional technical capability for the performance of the contract; have a clean record of paying taxes and making financial contributions to social security funds in accordance with law; and have no record of major violation of discipline during operating activities in the first three years when it participates in government procurement activities. 3. The supplier must have Grade 2 qualification for integration of computer system or above, or Grade A qualification for integration of national communication information network system or above issued by MIIT. 4. The application software of the bidder offered in the bid must have independent original copyrights issued by National Copyright Administration in relation to the software for monitoring of major hazard installations, radio marking/radio identification of hazard installations, emergency communication soft switch system, emergency management and emergency rescue information system. 5. The bidder must have successfully undertaken at least two similar projects at or above provincial or ministerial level in the recent three years and provide corresponding evidentiary materials. 6. During sign-up, the supplier must provide: the photocopies of its business license, tax registration certificate, organization code certificate and other related certificates, affixed with its official seal.
