During the 2019 Forum of International Business Environment in China held in Beijing on July 2, Guiyang, capital of Southwest China's Guizhou province, won the title of outstanding city for international business environment construction in China.
According to the assessment report on business environment investment in Chinese cities released at the forum, Guiyang stood out in terms of its economic competitiveness, tangible asset strength, intangible asset strength, and charm of the city.
In recent years, Guiyang has made full use of its strong big data sector and has made innovations in e-government services. Currently, government services at the district and city levels have been connected with an online platform to provide greater convenience for individuals and companies.
In addition, Guiyang promotes data sharing by integrating data resources of 365 government departments at the district and city levels, which reduced the time limit of examination and approval at the district and city levels by over 50 percent and 60 percent respectively.
The approval process for starting a business has been reduced to five workdays, and the time limit for construction projects has been reduced from over 300 days to 100 days.
By taking the opportunity of being listed as one of the pilot cities for reform of the examination and approval system for construction projects by the State Council in May 2018, Guiyang has innovated in optimizing and improving administrative examination and approval.
According to data, the materials required by government service application have been reduced by 35 percent last year, and aims to be reduced by over 60 percent this year.
By making innovations in its supervisions system and social credit system, Guizhou has achieved great success in its anti-corruption efforts. In addition, the tax declaration innovation benefits both companies and individuals, which reduced 20.4 billion yuan ($3 billion) in taxes last year.
