Jianjiang, a city located in the southeast coast of Fujian province, has adhered to the concept of “civilization treatment” of migrant workers in the city and has offered a variety of humanized policies for them.

According to Chen Rongfa, Party secretary of Jinjiang, Jinjiang has taken the lead in Fujian province to implement the system of residence permits to guarantee migrant workers enjoy the same rights as permanent residents in Jinjiang.

Liu Wenru, mayor of Jinjiang, said Jinjiang treats all immigrants in a civilized way, whether it’s high-end talent or industrial workers. So far, Jinjiang has released over 1.1 million residence permits, which endows all holders to enjoy the same rights as permanent residents in Jinjiang such as social insurance, medical treatment and compulsory education.

Jinjiang has also lowered the restrictions for migrant workers to settle down in Jinjiang. Besides providing free job services and training courses for migrant workers, the city also provides a good housing security system. Data has shown that by now more than 3,500 units of government subsidized housing have been provided to migrant workers in Jinjiang, and about 11,569 migrant workers have settled down in Jinjiang in 2013 that have benefited from a variety of humanized policies.

According to Liu Wenru, Jinjiang has taken the lead in Fujian province to set up a specialized agency, providing one-stop services to attend the needs of all migrant workers in Jinjiang.

While many enterprises face a wave of resignations after Spring Festival, 95 percent of the staff in Jinjiang’s leading enterprises choose to stay in their former enterprises due to the good corporate culture and atmosphere the city has cultivated, said Liu.

Politically, migrant workers have taken a greater role in the political system to make sure their voices are heard. Currently there are 341 non-locals that have assumed the posts of Party representatives, delegates of the local people’s congress or members of the Chinese People's Political Consultative Conference committee at the grassroots levels.
