System of forest protection has been reformed and implemented throughout the province.

Fujian has implemented a series of measures under the forest protection system to clarify the right of production, grant the right of management, guarantee the right of disposition, and ensure the right of benefit.

Up till the end of 2016, Fujian had set up more than 4,500 professional forestry cooperatives, family-owned forests and shareholding cooperative forests, which cover a combined 1,100 mu.

This has helped raise the per capita annual disposable income of Fujian farmers living on forestry and agriculture from 10,164 yuan in 2012 to 14,999 yuan in 2016, an annual growth rate of 10.9 percent.

Mechanisms have been innovated.

The government has clarified the responsibilities of 130 ecological protection projects run by 52 government departments.

Fujian has deepened the responsibility mechanism of environmental protection and changed the target of supervision from the enterprises to the policies. It has also created a mechanism for discovering and solving problems.

A strict system has been formed to examine cadres.

A system has been set up to evaluate the performance of cadres from the aspects of their contributions to ecological protection and increasing farmers’ incomes.

The system stipulates that the proportion of their work centered on environmental protection should rise from 2 percent to 10 percent, and any cadre that fails to comply with this will be denied the opportunity for promotion.

Cadres must also prove that a project will benefit the environment before receiving approval to go ahead.

Fujian also used the market to boost protection.

The province's carbon trade market has topped 100 million yuan, and the trade in rights to discharge pollutants has exceeded 600 million yuan.

An accountability system and a think tank of experts specializing in environmental protection has been created.

A credibility evaluation system has been formed and it will publish evaluations of 2,247 enterprises.

Finance has shifted its focus to ecology.

Around 15 billion yuan of green credit and loans of 11 billion yuan have been withdrawn from highly polluting industries.

Fujian has been probing new industries.

Fujian has been trying to develop new eco-friendly industries, such as integrated circuits, new materials, new energy and internet of things.

As the first national experimental area on ecology, Fujian has made achievements in 28 projects and has gained much experience in developing an accountability system of ecological preservation, improving the land development protection system and establishing a diverse compensation mechanism for environmental protection.
