Abstract: Yongshun county is an extremely poor area in Wuling Mountain region of Hunan province. It is one of the major counties in line with receiving national poverty alleviation support for old revolutionary areas, ethnic minority areas, border areas and poverty-stricken areas. It is imperative for the government to strengthen poverty alleviation collaboration and provide targeted support through the introduction of external market resources. Compared with other poverty-alleviation coordination agencies, the targeted assistance provided by Xiangtan city has more advantages in terms of geographical location and resource complementation through market integration. Xiangtan city has taken the following measures to help Yongshun county to shake off poverty. It has introduced distinctive and competitive industries to the county to strengthen the endogenous ability of poverty alleviation; established an industrial incubation platform to provide outsourced professional services; broadened direct market sales channels to enhance the profitability of agricultural products; provided training for farmers and arranged them to get jobs in other places. On the whole, Xiangtan city has made new breakthroughs in terms of financial support, industrial poverty alleviation, labor collaboration and farmers training. It has offered the following inspirations to other extremely poor regions. First, it has persisted in an overall planning to push ahead with poverty alleviation. Second, through tapping the development potential of the secondary and tertiary industries, efforts are made to develop the traditional industries while enhancing the distinctive and competitive industries. By so doing the foundation for poverty alleviation through rural industrial development is consolidated. Third, the market has played a positive role in establishing a long-term interest binding mechanism. Fourth, it has integrated poverty alleviation resources to improve the pairing assistance to the farmers.
