Building a Moderately Prosperous Society in All Respects: A Starting Point toward Realizing the Great Cause of Modernization

The 19th CPC National Congress has made a major judgment that socialism with Chinese characteristics has entered a new era and established Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era as the guideline that the Party must adhere to for a long time to come, and made comprehensive arrangements on realizing the great cause of modernization.
I. In the new era, we must strive to realize the great cause of modernization. In the new era, we should not only fulfill the task of building a prosperous society in all respects, but also initiate a new journey of socialist modernization, and create conditions and lay a foundation for the accomplishment of the second centenary goal of realizing the great rejuvenation of the Chinese nation. On the one hand, there is a big gap between developed countries and China both in terms of the aggregate level and the structural level, and in light of the economic development and the provision of social and public services. To catch up with the developed countries, we need to initiate a new journey of modernization. On the other hand, with the emergence of new scientific and technological revolution achievements and their wide application, a series of new changes will take place in the economic, social and cultural fields. To keep pace with the times, we should start a new journey of modernization.
II. To start a new journey, we need to accurately fix up the new goal of modernization. China is a late mover in catching up with developed countries in terms of building modernization. Under the current historical conditions, we should be guided by clear goals and forward-looking strategies. Therefore, the 19th CPC National Congress put forward the new strategic arrangements of modernization in two periods. During the first period from 2020 to 2035, on the basis of building a moderately prosperous society, we will basically realize socialist modernization. During the second period from 2035 to 2050, on the basis of the basic realization of modernization, we will build China into a prosperous, strong, democratic, culturally advanced and harmonious socialist country. The future modernization construction should follow the new goals and arrangements set out at the 19th CPC National Congress. The following four aspects are the major points. First, we must be full of confidence and have a sense of urgency to realize the new goals. Second, in promoting modernization in the new era, we need to focus more on comprehensive development. Third, in pushing forward modernization in the new era, we need to pay more attention to fair sharing of development benefits by the whole people. Fourth, in enhancing modernization in the new era, we need to highlight the construction of a strong power.
III. To achieve the new goals, we must implement new concepts and new strategies. In promoting modernization in the new era, we should be guided by a new theory in face of the new circumstances and contradictions. Xi Jinping Thought on socialism with Chinese characteristics in the new era is the guideline we must adhere to in promoting China’s modernization in the future. Xi Jinping Thought on socialism with Chinese characteristics in the new era has a broad coverage, mainly including “eight clears” and “fourteen basic strategies” with a complete system. These “eight clears” and “fourteen basic strategies” are scientifically, practically and organically connected with each other, and give expression to our Party’s deep understanding of the ruling law of the communist Party, the law of socialist construction and the law of human society’s development. To implement Xi Jinping Thought and new strategies, we should focus on the following five aspects. First, we need to have a profound and accurate understanding of the changes of main social contradictions in the new era. Second, we need to effectively implement the people-centered development concepts and ideologies. Third, we need to make comprehensive arrangements and promote the development of modernization in all areas in a coordinated manner. Fourth, we need to establish a more complete and modernized economic system and promote a more efficient, more balanced and more sustainable development with sound quality. Fifth, we need to deepen reform and establish a more perfect socialist market economic mechanism, and boost the modernization of the national governance system and ability.
