The Collaborative Innovation of the Iron and Steel Industry in Beijing-Tianjin-Hebei Region Should Rest on the Improvement of Regional Industrial System

It is difficult to promote the restructuring of iron and steel industry in Beijing-Tianjin-Hebei region. The key to solving the problem rests on collaborative innovation and the improvement of regional steel industry system to form a specialized work division and substantial cooperation among the Beijing-Tianjin-Hebei region. We should improve the enthusiasm and efficiency of innovation in Beijing through the robust innovation demand of the iron and steel enterprises in Hebei and Tianjin, and guide the technological innovation of steel enterprises in Hebei and Tianjin through upgrading the steel consumption market in Beijing and Tianjin.
First, the collaborative innovation of the iron and steel industry in Beijing-Tianjin-Hebei region needs to be based on improving the regional industrial system. The iron and steel resources in Beijing-Tianjin-Hebei region have their respective advantages, but their iron and steel industry systems are not perfect. The environmental capacity in Beijing is limited, and the relocation of iron and steel production capacity has made it impossible to turn the technological innovation results into production. Tianjin has certain innovation potential, but its overall innovation level remains to be improved, and it is also facing the pressure of transformation and upgrading tasks. The production scale of iron and steel in Hebei province is large, whereas its innovation ability is still inadequate. The collaborative innovation of iron and steel industry in Beijing-Tianjin-Hebei region should focus on improving the regional iron and steel industry system, optimizing and extending the iron and steel industry chain.
Second, it is necessary to develop the collaborative innovation based on improving the iron and steel industry system of Beijing-Tianjin-Hebei region and the following three tasks need to be fulfilled. 1. Promoting the flow of iron and steel innovation elements in Beijing-Tianjin-Hebei region to the iron and steel enterprises. 2. The market of Beijing-Tianjin-Hebei region should play a leading role for the development trend of iron and steel enterprises’ major innovation projects in the region. 3. Establishing a government-led working mechanism for the collaborative innovation of iron and steel industry in Beijing-Tianjin-Hebei region.
Third, the following policy recommendations are made for the improvement of iron and steel industry through collaborative innovation in Beijing-Tianjin-Hebei region. 1. Reforming the existing system to promote the flow of innovative elements of iron and steel industry in Beijing-Tianjin-Hebei region; 2. Stimulating the demand of mid-to-high-end steel consumption market in Beijing-Tianjin-Hebei region; 3. Working toward realizing the goal of benefit sharing of the iron and steel industry in Beijing-Tianjin-Hebei region.
