Abstract: There are difficulties in promoting the structural transformation of Beijing-Tianjin-Hebei iron and steel industry. One major reason is that although Beijing, Tianjin and Hebei boast respective advantage of iron and steel resources, their iron and steel industrial systems are still inadequate. The key to addressing the problem lies in synergy innovation, and the foothold is to improve regional iron and steel industrial system, so as to bring about a substantial and specialized division of labor through collaboration. The innovation incentive and efficiency of research and development of Beijing could be enhanced by the stable innovation demand of iron and steel enterprises of Hebei and Tianjin, and the technological innovation of iron and steel enterprises in Hebei and Tianjin should be guided through upgrading the iron and steel consumption market of Beijing and Tianjin. Efforts should be made in three aspects: elements of innovation within Beijing-Tianjin-Hebei region should be facilitated to iron and steel enterprises; the leading role of Beijing-Tianjin-Hebei market to major innovation projects of iron and steel enterprises within the region should be given full play; a government-level working mechanism should be established for the synergy innovation of Beijing-Tianjin-Hebei iron and steel industry. Policy options are as follows: current system should be reformed to facilitate the flow of innovation elements of Beijing-Tianjin-Hebei iron and steel industry, and the mid- and high-end innovation demand in Beijing-Tianjin-Hebei steel consumption market should be stimulated in order to realize a benefit-sharing result within Beijing-Tianjin-Hebei iron and steel industrial system.
