Abstract：
The interpretation of industrialization as industrial development is lopsided and the one-sided approach towards industrialization would lead to emphasizing industry while neglecting non-industrial industries like agriculture and service industry and eventually the industrial structure would be twisted. The essence of industrialization is professionalization and the starting point of industrialization is the self-sufficient natural economy or the dual economy. Marketization and leagalization serve as the basic foundation of industrialization. A rethinking of industrialization means that the government's policy should rest on the creation of policy environment for equal competition of various industries, the promotion of professionalized division, the organic combination of the enhancement of marketization with industrialization and the promotion of industrialization through the important means of the formulation and perfection of laws and regulations.
