Abstract:
The paper gives an overall introduction of the budget system for energy saving with public finance support, the management system, effect evaluation system, supporting principles and general practice in EU, UK and France. It puts forward the following suggestions regarding the improvement of the operation mechanism for energy saving with public financial support. First, the public finance operation system should be established in the light of China’s conditions and in line with WTO rules; Second, the management system for energy saving with public finance support should be improved; Third, the areas receiving public finance support should be clarified; Fourth, the investment fund for energy saving should be established; Fifth, the energy saving technology and equipment should be included in government purchasing plan.
