Abstract:
No city on Mainland China is internationally recognized as a technology innovation center. We should be sufficiently aware of serious lack of proper institutions. The primary responsibility of all levels of government in developing high and new tech industries is to promote prosperity of enterprises and nurturing of market through institution building and to handle well the relations in several areas. The development zones should be able to provide institutional safeguards.
