Being one of the most energetic regions with the strongest creativity and talent-absorption capacity, the Beijing-Tianjin-Hebei province area has made a large number of enterprises at Zhongguancun adjust their development strategies and start to make new blueprints in the zone — marching from Beijing to Tianjin and Hebei province, particularly the high-tech industries.
Collaborative innovation has become a bridge to promote communication and cooperation among the two cities and the province, and Zhongguancun is playing a significant role in leading such collaborative development within the high-tech industries.
It was reported that 687 sub institutes of Zhongguancun enterprises were established in Tianjin and Hebei province between January and July in 2016.
Cross-regional innovation park chains — an important carrier of collaborative innovation
Zhongguancun Tianhe Technology Promotion Center is one of the first enterprises to settle in the newly opened Tianjin (Binhai) Zhongguancun Science Park and intends to complete basic platform construction by July 2017.
Zhu Xiduo, director of the Tianhe Promotion Center, said hundreds of research institutes in Beijing will cooperate with enterprises in Tianjin and Hebei province to meet the industrial needs and innovative resources in the two places. For instance, just like Zhongguancun in Beijing, Binhai Park will obtain first hand innovative resources and services.
To date, Binhai Park has attracted 45 programs conducted by Zhongguancun enterprises and investment has reached 35 billion yuan ($5.1 billion). These projects include multiple industries such as mobile internet, health care, cross-border e-commerce, and technological finance.
Zhongguancun has helped accelerate several technological innovation park chains to grow. Caofeidian in Tangshan, Chengde, Shijiazhuang, and Baoding in Hebei province, have all established fast-growing innovation parks.
Cross-regional scientific achievements transformation — source of innovation-driven economy
More than 30 scientific achievements invented by enterprises at Zhongguancun were promoted to enterprises in Tianjin and Hebei at the end of September 2016. These achievements involved intelligent city technology, modern agriculture, energy storage technology, new material technology, artificial intelligence, and biological technology.
Zhang Dexin, general manager of Tianjin Isecure Technology Co, Ltd, came to Tianjin to start his own business after finishing his research in Beijing a year ago.
He said industrializing a Beijing program in Tianjin is a popular choice. Although Beijing has a strong research atmosphere and rich resources, it lacks traditional manufacturing industries.
Instead, Tianjin has an advantage in this part.
"Many devices are produced and applied in Tianjin," he added.
Cross-regional innovation ecosystem — an interior need for collaborative innovation community
Technological finance has become a significant part in the Zhongguancun entrepreneurship and innovation ecological system.
Zhongguancun has formed a full-chain service model in the past ten years, which integrates investment, loan, insurance, leasing, and intellectual property. Such service model has expanded to Tianjin and Hebei province at a quick speed.
The first cross-regional crowd-funding alliance — Beijing-Tianjin-Hebei province Crowd-fund Alliance — was established on July 9, 2016, with 57 entrepreneurship and innovation enterprises including Tencent Zhongchuang Space and Shengjing 360.
The alliance intends to integrate resources in the three places to offer more professional services for entrepreneurs.
The collaborative development of Beijing, Tianjin, and Hebei province not only simply constructs an innovative and entrepreneurial ecosystem, but also forms a sustainable innovative region.
Guo Jimei, general secretary of the Asia America Multi-technology Association, said the goal of collaboration can promote entrepreneurs in Beijing to develop in Tianjin and Hebei, through which the two places can improve their entrepreneurial and innovative environment.
