針對近日境內(nèi)銀聯(lián)卡無法再用來支付香港人壽險(xiǎn)的保費(fèi)的消息，銀聯(lián)國際發(fā)表聲明“辟謠”，稱并未停止境外保險(xiǎn)類商戶的銀聯(lián)卡支付服務(wù)，但按照監(jiān)管政策要求，境內(nèi)發(fā)行的銀聯(lián)卡僅可進(jìn)行個(gè)人旅游、消費(fèi)類支付，不得用于資本和金融項(xiàng)目交易。

UnionPay International announced Oct. 29 that all bankcards using its service cannot be used to buy Hong Kong insurance products, whether online or offshore. The embargo targets mainly life insurance, which accounts for the lion’s share of all insurance sales to mainlanders. Exceptions are made for policies closely related to travel, such as accident and injury insurance policies, which UnionPay considers to be current account transactions.
銀聯(lián)國際于10月29日宣布，所有（境內(nèi)）銀聯(lián)卡均不得用于購買香港保險(xiǎn)公司的產(chǎn)品，無論在線還是離岸都不可以。此次禁令主要指向人壽險(xiǎn)，該險(xiǎn)種在大陸人赴港購買的保險(xiǎn)種類中占比例最大。因旅游相關(guān)的意外險(xiǎn)和傷害險(xiǎn)等被列為經(jīng)常賬戶交易，所以不在此次禁令之列。

近兩年來，內(nèi)地人赴港購買保險(xiǎn)（mainland customers purchasing Hong Kong insurance products）的數(shù)量明顯增加，分紅型重疾險(xiǎn)、教育金等理財(cái)型保險(xiǎn)（wealth management insurance）尤其受青睞，因?yàn)閮?nèi)地客戶可以通過購買這些保險(xiǎn)完成人民幣兌換美元保值（convert yuan funds into stronger dollars）。

此次銀聯(lián)國際發(fā)布的《境外保險(xiǎn)類商戶受理境內(nèi)銀聯(lián)卡合規(guī)指引》（The Compliance Guidelines for Overseas Insurance Merchants Accepting UnionPay Cards Issued in Mainland China）適用于適用于境外保險(xiǎn)類商戶在POS終端（POS terminals）、互聯(lián)網(wǎng)（Internet）、移動支付（mobile channels）等所有渠道受理境內(nèi)銀聯(lián)卡的情況，主要內(nèi)容包括三點(diǎn)：境內(nèi)居民在境外購買與意外、疾病等旅游消費(fèi)相關(guān)的經(jīng)常項(xiàng)目保險(xiǎn)，可以使用銀聯(lián)卡支付；其他保險(xiǎn)項(xiàng)目嚴(yán)禁使用銀聯(lián)卡支付（all UnionPay cards issued from mainland China are allowed to use to buy pure insurance products (accidents, deaths, and illnesses), but are not allowed to buy any insurance product includes investment-related contents）；重申境外保險(xiǎn)類商戶單筆交易不超過5000美元或其他等值外幣的消費(fèi)金額限制（$5,000 limit on single overseas payments using a bankcard）；強(qiáng)化境外收單機(jī)構(gòu)對保險(xiǎn)類商戶管理要求（overseas acquirers are required to strictly supervise insurance merchants relating to cards issued from mainland China）。

Recently, UnionPay has observed a significant increase in overseas insurance transactions by cards issued from mainland China. In order to strengthen the acceptance of such transactions by cards issued from mainland China we have issued The Compliance Guidelines for Overseas Insurance Merchants Accepting UnionPay Cards Issued in Mainland China (hereinafter referred to as The Guidelines). The Guidelines reemphasized the relevant regulations and business rules to ensure proper use of UnionPay cards issued from mainland China at overseas insurance merchants.
近期，我們通過商戶交易監(jiān)測發(fā)現(xiàn)，部分境外保險(xiǎn)類商戶存在單卡單商戶多筆交易量激增的情況。為進(jìn)一步規(guī)范境外保險(xiǎn)類商戶受理境內(nèi)銀聯(lián)卡，近日，我們發(fā)布《境外保險(xiǎn)類商戶受理境內(nèi)銀聯(lián)卡合規(guī)指引》（以下簡稱“《指引》”），重申相關(guān)監(jiān)管要求及業(yè)務(wù)規(guī)則，保證境內(nèi)銀聯(lián)卡在境外的合規(guī)使用。

The Guidelines have been issued in Hong Kong and are applied to the acceptance of UnionPay cards issued from mainland China at overseas insurance merchants via POS terminals, Internet and mobile channels. The main contents of The Guidelines are: Firstly, all UnionPay cards issued from mainland China are allowed to use to buy pure insurance products (accidents, deaths, and illnesses), but are not allowed to buy any insurance product includes investment-related contents. Secondly, according to the Foreign Exchange Regulation Policies issued by the Chinese authorities, a single transaction of UnionPay cards issued from mainland China that is allowed under this policy at overseas insurance merchants is capped at the equivalent of 5,000 USD. Thirdly, overseas acquirers are required to strictly supervise insurance merchants relating to cards issued from mainland China by strengthening training for insurance merchants, and adhering to the Guidelines on abnormal transaction detection and merchant inspection.
《指引》目前在香港地區(qū)試行，適用于境外保險(xiǎn)類商戶在POS終端、互聯(lián)網(wǎng)、移動支付等所有渠道受理境內(nèi)銀聯(lián)卡的情況。主要內(nèi)容包括：一是境內(nèi)居民在境外購買與意外、疾病等旅游消費(fèi)相關(guān)的經(jīng)常項(xiàng)目保險(xiǎn)，可以使用銀聯(lián)卡支付；其他保險(xiǎn)項(xiàng)目嚴(yán)禁使用銀聯(lián)卡支付。二是嚴(yán)格落實(shí)外匯政策規(guī)定的境外保險(xiǎn)類商戶單筆交易不超過5000美元或其他等值外幣的消費(fèi)金額限制。三是強(qiáng)化境外收單機(jī)構(gòu)對保險(xiǎn)類商戶管理要求，包括：準(zhǔn)確設(shè)置商戶類別碼、加強(qiáng)商戶培訓(xùn)及異常交易監(jiān)控、強(qiáng)化商戶檢查等。
