Support to Made in China 2025 to unveil
The Ministry of Industry and Information Technology has formulated 11 documents in support of “Made in China 2025,” which it will publish after review by other government organs.
The documents focus on breakthroughs in existing sectors while making new deployments in emerging industries. However, some officials and scholars cautioned about extensive expansion leading to overcapacity. The documents cover five major projects, four special plans and two three-year action plans, according to Li Beiguang, deputy director of the ministry’s planning division.
The five major projects consist of intelligent manufacturing, high-end equipment, manufacturing innovation, industry-driven development and environmentally-friendly manufacturing.
The five projects will be implemented from 2016 to 2020, according to Zuo Shiquan, head of the ministry’s equipment industry research institute. The plan for intelligent manufacturing has basically been finished, and the other four plans are on the way.
The special plans revolve around information, new materials and pharmaceuticals, and the 2016-2020 plan will be released in the first quarter, according to Zuo.
The plan for new materials includes graphene, carbon fiber, titanium alloy and 3D printing. The plan for Information Technology covers the internet of things, big data and cloud computing. Diagnosis equipment is the key direction in medical planning.
In addition, the ministry is drafting the plan for manufacturing talent development.
The ministry has formulated the three-year action plan (2016-2018) to raise manufacturing quality and develop service-oriented manufacturing.
Zuo said that low product quality and reliability is the biggest problem facing China’s manufacturing.Service-oriented manufacturing is a key link, and the plan reflects the urgency of the whole planning system.
“Take quality brand for example, we can produce milk powder, electric cookers and toilet lids, but our people still go out of their way to snatch things up abroad,” Zuo said.
“Overseas consumption has surpassed one trillion yuan, which reflects the urgency of upgrading China’s brand quality.”
All these plans will be carried out in 2016, which will be an important year for “Made in China 2025.”
