In the early 21st century, the Western Straits Economic Zone which includes Fujian province, made a plan to build a train network with three vertical lines, six horizontal lines and nine ring, lines. According to the plan, Fujian will stretch its railway mileage to 6,000 kilometers with more than ten trans-province lines. The province will also to build an express train circle line to connect its nine cities, which will provide a one-hour intercity traffic between the neighboring cities. The province is scheduled to have a railway mileage of 4,800 kilometers in 2015.

By the end of 2012, the railways lines already built or under construction in Fujian include Fengfu Railway, Yingxia Raiway, Ganlong Raiway, Meikan Raiway, Zhangquan Raiway, Wenfu High Speed Raiway, Fuxia Raiway, Xiangpu High Speed Raiway(under construction), Hefu High Speed Raiway(under construction), Xianshen Raiway(under construction), Nansanlong Express Raiway(under construction), Pujianmei High Speed Raiway(under construction), multiple track of Longxia and Ganlong railways (under construction), Quning Railway and Changquan Railway.
