Celowy (China)
The proposal is hard to be carried out because it will pose great challenge to the management of doctors. Most first-class hospitals are reluctant to let their doctors work for other hospitals because they put lot of time and medical resource to train good doctors but now they are going to create benefits for other hospitals.
