4 Rules and regulations on foreign experts' work, life and Security. 5 Member list of department in charge of foreign expert

The requirement:

The materials from applicants should be complete, normal, valid.

Person in charge in this position: a clerk of foreign affairs department

Responsibilities and authorities:

To examine applications according to relevant regulations

If an application is accord with regulations, it should be done promptly as follows:

to fill in an application;

to give a transaction form to the applicant;

to transfer the applications to first examiners.

If an application is not accord with regulations, it shouldn't be done , but it should be done in writing as follows:

to inform the applicant information as follows:

to submit a complete materials promptly;

to learn about his relevant rights and complain ways;

to put on records to the higher level department.

First examination

1 The materials from applicants should be complete, normal and valid.

2 the political and administrative introduction of staffs in administrative organization and functional department.

3 the establishment and implementation of administrative systems;

4 the introduction of working conditions, subsistence equipment, Reception ability and security guard;

5 the expenditure for experts and relevant system;

6 the information about combination between retaining projects and industrial or national plans;

7 the resources, the quantity, the quality, professional structure and distribution range of eligible foreign experts. 8 to examine the applicant's institute and give opinions with municipal institution in charge and municipal public security bureau.

Responsibilities and authorities:

to examine and approve first examination, according to first examination requirement.

If an application is accord with regulations, it should be done promptly as follows:

If an application is not accord with the article one and two of regulations, it should be caused, but it should be done in writing as follows:

To give opinions about examination and approval and relevant reasons to the original clerk;

If an application is not accord with the article three of regulations, it should be returned, but it should be done in writing as follows:

To give opinions about examination and approval and relevant reasons to the re-examiner

The requirement: the same as that of first examination.

Responsibilities and authorities: To re-examine the results of first examination according to relevant requirement.

If re-examination passed, the document should be given opinions and should return to the final examiner.

If an application is refused, the director should give reason and opinions to the original examiner.

The requirements:
