13. The Heat-and-Power Co-generation Central heating Beidaihe district, Qinhuangdao City
Ⅰ. Project Contents
The heating will cover the seaside and the area of Daihe Town – a total of 4.71 million m2. 42 heat exchange stations, one booster pump station, and one self-control center will be constructed, and primary pipelines of 88 km leading to the heat exchange stations of Beidaihe District (the starting point of the pipelines is Shandongbao Overpass, Wensheng Street)will be laid, involving an investment of 260 million yuan. In 2010, construction of Muyizhai Booster Pump Station will be launched, and heating pipelines at North Lianfeng Road will be laid, involving an investment of 100 million yuan within the year.
Ⅱ. Investment Estimate and Financing
This project involves a total investment of 38 million dollars. Efforts will be made to seek funding by Qinhuangdao City Government or external investors.
Ⅲ. Construction Conditions
The heating will cover the seaside and the area of Daihe Town – a total of 4.71 million m2. As the heat source, Qinhuangdao Thermal Power Plant is located east off Haigang District, and has the maximum heating distance of 27 km to Beidaihe District. Now the Plant has completed three phases of construction, and has a total installed capacity of 1600MW and an external heating capacity of 1071.7MW. According to the workload, the Plant will launch the phase-4 construction, and carry out the transformation of the condensing generation unit (in phase-2) for heating and steam extraction to bring the total heating capacity up to 2413.7MW and thus be able to meet the heating needs of Haigang District and Beidaihe District.

14. Xingkaihu Road South Extension Construction Project in Qinhuangdao
I.Project Content
Starting from the south Xingkaihu overpass to the north Huanghe road interchange, the entire length of the road was about 4.4 kilometers, the planning red line of the expressway was 70 meters with a design speed of 80km/h.
II.Investment Estimation & Financing
The estimated amount of the project investment is $83.91 million.
III.Market Analysis
In order to make full use of Qinhuangdao's environment and location advantages, we will create an extraordinary city for leisure and tourism in the north. According to the demand of an overall development strategy for a tourist city, we have already implemented a Beijing-Shenyang highway Qinhuangdao export project, western city expressway project, and Qinhuangdao-Funing expressway project in 2009. The proposed investment of Xingkaihu Road south extension construction project was located between western city expressway and Qinhuangdao-Funing expressway, connected to the north exit of Beijing-Shenyang expressway, borders Qinhuangdao economic and technological development zone. The project covers an area of 565 mu, which is a hub for north-south road. After the completion of this project, an urban expressway system will be created together with the western city expessway and Qinhuangdao-Funing expressway, also, it will strengthen the quick connection between Hai Gang district, development zone, Beidaihe district, Beidaihe new district and Funing county, as well as Qinhuangdao and its surrounding cities. Furthermore, to expand city development space, promote the development of the western areas and then create the third economic growth pole in Hebei Province.

Municipal Construction Office of Qinhuangdao is responsible for the project, and mainly focuses on the organization and the supervision.

15. NO. 3 Road East Extend Project of Port-Vicinity Industrial Park in Shanhaiguan District, Qinhuangdao City
I. Project Content
The project is a new road west from No. 3 Road and Shugang Road intersection, east to provincial boundaries with a length of 2100 meters, the red line width of 50 meters. The road construction shall begin on January, 2010, and accomplish on December, 2010.
II. Investment Estimation and Financing
The project investment estimation is ＄14.2 million, including project budget of about ＄5.3 million, land acquisition compensation and farmers housing resettlement fund ＄8.9 million. The developers will in charge of all the investment capital.
III. Benefit Analysis
The road connect Shanhaiguan District and Suizhong Coastal New District, it can further optimize the district facilities environment and provide a convenient transportation network for the industrial park within the village, and directly serve the Topway-Windparks, Shan bridge ancillary industries, Guohua thermoelectric park and other large projects, if all the projects completed, the annual economic output value is about 10,000,000,000 yuan and more than 5,000 jobs will provided and it has a great significance in speed up the building of a New Socialist Countryside and a Industrial Zone.
