Requirements on bidder’s qualification: The bidder must be a Chinese enterprise that was legally incorporated, has independent corporate qualifications, can independently assume civil liabilities and is legally operated; the related qualification certificates must be complete and valid; and the registered capital must be above RMB500,000. The suppliers for fixed-point procurement from July 2010 to December 2010 may place a bid only after they have passed the assessment. The assessment uses a last-position elimination system.
