Abstract: The promotion of integrated development of culture and tourism plays a crucial role in satisfying people’s demand for better life and expanding cultural and tourism consumption. Since the convening of the 18th CPC National Congress, notable achievements have been accomplished in pushing ahead with the integrated development of culture and tourism. At present, the integration of cultural industry with tourism is faced with some new challenges in the new era. 1. In face of the new development pattern, the concepts, rules and institutional mechanism relating to the integrated development of cultural industry and tourism need to be advanced. 2. The changes in major social contradictions have led to the shortage of cultural and tourism products with high quality. 3. New guidelines need to be rolled out for promoting the high-quality development and the integration of cultural industry and tourism needs to be enhanced substantially and extensively. 4. With the changing landscape in the world, the integrated development of cultural industry and tourism needs to render a better service to national overall strategy. This paper holds that in order to push ahead the integrated development of cultural industry and tourism in the new era, the industrial and product system of cultural tourism needs to be perfected; a modern market system for cultural and tourism development needs to be established; the public service system for cultural and tourism needs to be improved.
