The "Chinese Women Development Program" and the "Chinese Children Development Program" (2001-2010) have been formally promulgated and put into practice by the State Council.

Particularly in the 1990s, the Chinese government had successively promulgated and carried out the "Chinese Women Development Program (1995-2000" and the "Outline of the Plan for Chinese Children Development in the 90s", historic progress was made in the existence, protection and development of women and children, the basic national policy on the equality of men with women and the principle of priority for children had gone, step by step, deep into the hearts of the people, the social environment and condition for the development of women and children had been optimized and improved, women and children work had gradually embarked on the road of legalization and scientific and standard management. By the end of 2000, the main targets of the 1990s two programs had been basically attained. This achievement has laid a sound foundation for the sustainable development of women and children in the new century.

The two new programs promulgated by the State Council, which take the promotion of women and children development as the theme, enhancement of the overall qualities of women and children as the focus, protection of the lawful rights and interests of women and children as the fundamentals, constructed, from macrocosm, strategy and policy, a platform for women and children development, set forth the general goal and main targets for women and children development, presented the broad vista for women and children development in the fields of economy, politics, education, health, law and environment. The promulgation and implementation of the two new programs is an effective reflection of implementation of the important thought contained in Comrade Jiang Zemin's "three represent's" and is a major move in furthering the basic national policy on the equality between men and women in the new century. It will give a tremendous impetus to the Chinese women to plunge themselves into the cause of reform, opening up and the socialist modernization drive, thereby providing a sure guarantee for the progress and development of women and children.

In carrying out the two new programs, stress is placed on practice. Governments at all levels and departments concerned shoulder important responsibilities in the implementation of the two new programs. Just as they implemented the two programs in the 90s, they must strengthen leadership over this work, engage in conscientious research and summarize experiences; make careful organization and give meticulous guidance. They should draw up local plans for the development of women and children in light of local realities, implement these programs in a down-to-earth manner and earnestly incorporate these plans into the general plan for economic construction and social development in various localities. Through implementing the two new programs, they should further publicize the basic national policy on equality between men and women and the principle for priority to children, rely on the extensive participation and cooperation through the concerted efforts of the whole society, optimize the environment for the development of women and children, guarantee the smooth implementation of the two new programs, so that China's women and children live a happy life today and will enjoy a more magnificent life tomorrow.
