Jiao Yanlong, born in September 1960, started working in 1982. He jointed the Communist Party of China in December 1986 and holds a master's degree in science.

He began his career as an editor at Guangming Daily and held various posts before being appointed vice-mayor of Hengshui, in Hebei province in October 1996.
