Summary: We should adapt to the new normal of economic development, push forward the rejuvenation of Northeast China's traditional industrial base, pursue innovation-driven development and industrial upgrade, try to build up new industrial clusters, establish industrial systems with permanent competitiveness, and enhance communications and exchanges with neighboring countries and regions. The huge potential of the traditional industrial base should be activated by breaking through system barriers through reform and improve the level of opening-up.If the political ecology is dirty, the environment for officials would be bad; while if the political ecology is clear, the environment for officials would be improved.
