The official stated that developed countries emitted 95 percent of global greenhouse gases in the past 50 years through 1950 and 77 percent by 2000.
Developing countries should also introduce measures to actively combat global warming while maintaining sustainable economic growth, Xie told reporters.
He called for technological innovation and transfer and global cooperation to address climate change.
China's statistical authorities have undertaken numerous measures to ensure the accuracy of the figures of its energy conservation data to abate suspicion both at home and abroad.
Of the nation's 31 provincial-level statistics bureaus, 21 had set up energy and resources statistic departments, Xu Xianchun, deputy director of the National Bureau of Statistics (NBS), told the press conference.
"(We) have boosted statistics staff as well as funds. It provides a basic guarantee for (energy saving) data accuracy improvements."
The NBS, in cooperation with the International Energy Agency, has trained statistic officials in provincial-level bureaus and planned to train others in more than 300 Chinese cities. It had also trained statisticians in 15,000 major energy-consuming companies.
Xu added the NBS had devised a standard regulation to calculate energy consumption and had strengthened monitoring and inspections to ensure data accuracy.
