Foreigners can participate in China’s medical insurance system through several channels, each with its own regulations and procedures. Below is a detailed overview of how to enroll in both the Basic Medical Insurance for Employees and the Basic Medical Insurance for Urban and Rural Residents.
1. Basic Medical Insurance for Employees
Eligibility
Employment documents: Foreigners must legally obtain employment-related documents such as the Work Permit for Foreigners in the People's Republic of China, a Foreign Permanent Resident ID Card, or a Foreign Correspondent Press Card, along with a valid residence permit.
Employers requirements: Foreigners must be hired by legally registered organizations in China, including enterprises, public institutions, social organizations, non-profit entities, foundations, law firms, and accounting firms.
Enrollment process
Document preparation: These include the medical insurance enrollment form, personal identification (original and copy), proof of employment (labor contract, work certificate, or employment verification letter), and a recent photo.
Application & payment: The employer is responsible for submitting the required documents and completing the application and payment precedures with the relevant authorities.
Accessing benefits: Once enrolled, the foreign employee can apply for an electronic medical insurance certificate, which allows access to direct billing services at participating medical institutions.
2. Basic Medical Insurance for Urban and Rural Residents
Eligibility
Foreigners not employed in China but residing in the country are eligible to participate if they hold a Permanent Resident ID Card of the People's Republic of China.
Enrollment process
Document preparation: Required materials may include a valid form of identification such as passport, birth certificate, residence permit, household registration booklet, Mainland Travel Permit for Hong Kong and Macao Residents, or a Chinese passport (with the permanent residence ID number if applicable).
Registration: With these materials, foreigners can register at a local community service center.
Premium payment: After registration, premiums must be paid. In some regions, this can be done via the Yunnan Provincial Electronic Tax Bureau’s official WeChat account.
Accessing benefits: Once enrolled, individuals can apply for an electronic insurance certificate for direct billing.
You can also use your existing commercial medical insurance. Please make sure to confirm whether the hospital cooperates with your insurance provider. It is recommended to choose hospitals within the insurer’s direct billing network (such as certain private hospitals or public hospital international departments). When seeking medical treatment, be sure to request an official invoice, list of detailed expenses, and medical records for insurance claims.
