Chongqing - "An important goal for us is to build a national influential science and technology innovation center in China," said Shi Haofei, deputy to the National People's Congress, member of the Party Committee of Chongqing Institute of Green and Intelligent Technology of the Chinese Academy of Sciences.

"This year's Two Sessions, I focus on the field of scientific and technological innovation and ready to provide suggestions for the high-quality development of the Chengdu-Chongqing economic circle," Shi said.

Shi thinks, as the fourth national strategy for regional development following coordinated development in the Beijing-Tianjin-Hebei region, the integrated development of the Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area, the Chengdu-Chongqing economic circle should strengthen the construction of national strategic strength in science and technology.

Shi said, the main advantage of Chongqing lies in the manufacturing industry, especially in the fields of electronic information, equipment manufacturing, automobiles, and motorcycles.

Some giant enterprises in Chongqing, including Chongqing Changan Automobile Co., Ltd. and Southwest Aluminum (Group) Co., Ltd., which has helped the rise of the city's digital economy and advanced manufacturing.

Meanwhile, Chengdu has gathered resources in education and talents, especially the construction of institutions of higher learning and research institutes.

In recent years, Chengdu has added 183 first-class undergraduate majors at the national level, and 84 subjects from 18 universities have entered the ranks of high-level subjects in the world.

Shi believes that Chengdu and Chongqing should be closely linked, enhancing the construction of the Chengdu-Chongqing economic circle by sharing resources and promoting the high-quality development of regional integration.

As a two-term deputy to the National People's Congress, Shi has put forward some suggestions over the past five years, including basic research, the transformation of scientific and technological achievements, and strengthening intellectual property protection, which has been included in relevant national policies or plans.

For instance, Shi suggested strengthening the construction of a state-level scientific research platform in western China, building a comprehensive national science center and a regional innovation hub, supporting the construction of state-level research institutes and national key laboratories and engineering centers, and attracting talents are all reflected in the Outline of the Construction Plan for the Chengdu-Chongqing economic circle.

Shi thinks the construction of a science and technology innovation center is a very important support for the national strategic strength in science and technology, through the construction of national laboratories, national scientific research institutions, first-class colleges and universities, and high-tech enterprises.
